This item is a Buzzy brand Rain Gauge, which includes the water collection tube with the measurements marked up the inside of the tube, a plastic loop with a cap, that goes a on any pole less than an inch diameter (most broomsticks), and screws in with an included screw.

This is a simple and effective unit that can be used to measure rainfall and sprinkler levels, to keep gardens and lawns flourishing. (the third photo below is included to get a better idea of the item only - this is a different make).

The unit is unused in its packaging, however it has marks on the plastic tube from being unprotected amongst a box of other items - but this doesn't affect the workability in the slightest, and as the marks are clear and white on a clear tube, they are not terribly noticable either.
