Vintage Metal Labelor (Moistener)

This is an interesting piece that has us a bit perplexed. We assume it was used to moisten gum on envelopes and/or stamps. The metal top has "Super Moistener - Better Pkgs. Inc. Shelton, Conn. USA. The bottom of the heavy metal base has a partially worn sticker that has same info plus: "Approved Labelor" Also showed Guaranteed one year from date: Dec 1(?) 1945. The brush bristles feel like they might be natural. The top of the brush and inside of the bottom has rust. If anyone has any info or needs more pictures, let me know. Thanks.
